The licence is that of a Payment Organization / Payment Services Provider (PSP), granted under the Law “On the Payment System” and overseen by the NBKR. The holder must be a local entity in the Kyrgyz Republic, either an LLC or a JSC. Capital depends on the services offered and is typically KGS 1,000,000–5,000,000 (approx. EUR 10,000–45,000).

Requirements

• People: a director resident locally, an AML/CFT compliance officer and an internal controller
• Premises: a physical office in Kyrgyzstan
• Frameworks: full AML/KYC, risk management, business continuity and information security, with data stored locally or with approved providers

Licensed activities

• Processing payments for individuals and legal entities
• Taking payments from the public
• Handling domestic transfers
• Acquiring online
• Acting as an agent in accepting payments
• Issuing its own payment instruments, such as codes, tokens and applications
• Integrating with banks and fintech platforms
